That means setting up a manually-created table of contents, and having anchors within the table so that Merchants#Riften still takes you to the start of the list of Riften stores. More difficult is that I think the page still needs a table of contents, allowing readers to jump directly to the stores for a given city. Columns need to be added for both city and hold.

However, I didn't do it as part of my recent revamps because doing it properly isn't easy.
